A former circuit county judge who issued the ruling that led to a broad overhaul of Kentucky's educational system is joining the state's Department of Education.
Ray Corns, a former Franklin circuit judge, is working as an associate commissioner in the department's legal and legislative division.
Corns' 1988 ruling found that Kentucky's system of school funding was unconstitutional. The ruling led to the 1990 Kentucky Education Reform Act. or KERA.
