A man has been arrested in connection with a fatal shooting in Allen Wednesday.

Jessie B. Dulaney, 26, of Banner in Floyd County was arrested during a traffic stop and charged with the attempted murder of five people.

The shooting happened early Tuesday. Sally B. Vance was killed, and Delaney was wounded, Kentucky State Police said.

Police said statements indicate that at least two people shot at each other about 4 a.m. Tuesday on Third Street in Allen. Vance, 30, of Prestonsburg, was shot and later died at University of Kentucky Hospital in Lexington.
