An FBI affidavit alleges that:

■ Road contractor Leonard Lawson bribed state highway engineer James Rummage to get confidential cost estimates of road projects.

■ Rummage sometimes gave the secret estimates to Lawson, but sometimes gave them to former Transportation Cabinet Secretary Bill Nighbert.

■ Lawson might have tried to repay Nighbert by funneling money through an Eastern Kentucky corporation.
