Driver's name released in Winchester Road crash that damaged building

Lexington firefighters had to use hydraulic tools to remove a man from a car that overturned and hit a building after a crash on Winchester Road near Walton Avenue on Sunday evening.

The name of the Lexington driver of a Buick Park Avenue that struck a building and another car on Winchester Road in Lexington was released early Monday.

Billy Raines was identified as the driver in a police press release. The 1996 Buick was traveling west at high speed and lost control, crossing into the eastbound lanes where it struck a Chrysler Concorde. The Buick hit a building and flipped over, police said.

Raines and a passenger had "significant injuries," Lexington police Lt. Roger Holland said. Both were unresponsive initially, though one regained consciousness Sunday night.

Two others in the Concorde, driven by David Washington of Paris, also were injured. They were taken to University of Kentucky Chandler Hospital with less serious injuries, Holland said.

The accident happened near the intersection of Owens Street about 6:43 p.m., closing Winchester Road for more than three hours.

A window was smashed and wall crumbled at Shrout Tate Wilson Consulting Engineers in the Lexington Design Center building.

Holland said Sunday night police had received at least one report of a white Buick speeding through the area and driving recklessly just before the wreck. After the crash, police received more reports about the white car.

Alex Buley said he was outside the McDonald's about a quarter-mile away when he saw the car speeding by at "about 90 miles per hour."

He and some co-workers commented on the car's speed seconds before hearing the "boom" of the crash, he said. He walked down the street to inspect the damage.

"Everybody that was outside the restaurant said, 'It was probably that white car,'" he said. "Sure enough, here it is."
