The former administrator of an agricultural program in Breathitt County stole $211,000, a federal grand jury charged on Thursday.

Debra L. Marshall, 48, of Clayhole was charged with four counts of mail fraud, according to a news release from U.S. Attorney Kerry B. Harvey.

Marshall is accused of stealing the money from the Breathitt County Conservation District during the time she was administrative secretary and had control of the district's finances. The thefts took place between 2005 and March 2010, according to the news release.

Marshall allegedly used several methods to take money from the district, including using its credit card to make personal purchases and falsifying records to cover the thefts, according to the release.

When funds dwindled because of the thefts, Marshall allegedly cashed the district's certificates of deposit and put the money into its operating account, according to the news release.

Conservation districts help farmers. All counties have them, and they receive federal, state and local money.

The FBI and state police investigated Marshall. She faces up to 20 years in prison if convicted.
