Rockcastle man dies after being hit by dump truck at construction site

A Rockcastle County man died Thursday after being hit the day before by a dump truck at a construction site in Clay County.

Billy L. Phillips, 65, of Mount Vernon, was walking behind the truck when it began backing up. The driver, Rocky W. Shepherd, 48, of Manchester, did not see Phillips and hit him about 11:20 a.m., according to a state police news release.

Phillips was taken to Manchester Memorial Hospital, where he was pronounced dead, the news release said.

The accident occurred at a construction site near the Hal Rogers Parkway in Clay County, the news release said.

No drug or alcohol use was suspected.

State police are treating the case as a death investigation rather than a traffic fatality because it did not occur on a highway, the news release said.
