House Speaker Greg Stumbo Tuesday explains a new "more simplistic" and less controversial proposal for pension reform. The new plan drops an earlier proposal that called for cuts to gasoline taxes offset by changes in the state income tax codes to generate about $110 million for the pension system in the next fiscal year.
