2 Carter County men charged with child sex abuse in separate cases

Kentucky State Police have arrested two Carter County men on sexual abuse charges in separate cases, one involving a four-year-old victim.

James D. Withrow, 56, of Hitchens is charged with first-degree sexual abuse and first-degree sodomy of a victim younger than 12, police said.

Christopher R. Shaffer, 40, of Grayson is charged with first-degree sexual abuse, first-degree sodomy and second-degree unlawful transaction with a minor, according to police.

The Ashland state police post said troopers began investigating Shaffer after a Nov. 1 report that he sexually abused a 14-year-old girl.

Police said Shaffer allegedly provided alcohol and drugs to three juvenile females and then abused one of them at a home on Damron Mayo Road in Carter County.

Shaffer was arrested Saturday and was taken to the Carter County jail, police said.

The case against Withrow stems from a Sept. 5 report troopers received, alleging abuse of a 4-year-old girl. The alleged abuse occurred on Clay Camp Road in Carter County, police said. The girl's parents are acquainted with Withrow, police said.

After he was indicted by a grand jury, Withrow was arrested Monday and was taken to the Carter County jail.
