Somerset man, two others indicted in 1994 case of murder at massage parlor

A Somerset man is among three people indicted in connection with a 1994 double murder case at a Christian County massage parlor.

Edward T. Carter, 43, of Somerset was arrested in a hotel room in Warren County, Ohio, after a Christian County grand jury indicted him and two other men on Friday, according to a news release from state police.

Gloria Ross, 18, of Oak Grove, and Candida "Candy" Belt, 22, of Providence, died after being shot and stabbed at New Life Massage Parlor in Oak Grove on Sept. 20, 1994.

The women worked at the establishment, which was later exposed as a front for a prostitution business. The business was located near Fort Campbell.

At the time of the murders, Carter was an Oak Grove police officer, according to previous news reports. He resigned after being questioned in the case.

Carter is charged with two counts of murder, as is Frank J. Black Jr., 39, of Gadsden, Ala. Black was arrested in Alabama.

Carter and Black are both being held on $1 million bond and will be arraigned after being extradited to Kentucky, state police said.

Leslie Duncan, 50, of Central City, was indicted Friday on two counts of complicity to murder.

Duncan, the lead investigator in the Oak Grove police department, was already being held in the Christian County Jail.

He pleaded guilty in September to tampering with physical evidence in connection with the case and was sentenced to three years.
