Police want help finding Bell Co. sex offender who refused to register his whereabouts

Kentucky State Police at Harlan are requesting the public's help in a search for a convicted sex offender from Bell County.

Troopers said James Kevin Coulton, 46, of Middlesboro, violated Kentucky's sex-offender registry rules in 2012 by failing to verify his Bell County address.

Coulton then fled the state after a warrant for his arrest was issued, according to state police.

He later turned up in California, where he failed to register as a sex offender, and was returned to Kentucky to face charges, police said.

Bell Circuit Court put Coulton in a diversion program in 2013, with the understanding that he would comply with sex-offender registry requirements, police said.

As of now, however, Coulton still hasn't provided state police with his address and other information required by the sex-offender registry.
