FBI charges ex-police officer with threatening blind man

A former police officer is accused of threatening to kill a blind hospital director, hoping he would jaywalk so he could run him down.

The FBI filed charges Tuesday accusing Troy O. Bailey of South Point, Ohio, of threatening to assault Edward Seiler, director of the Veterans Affairs Medical Center in Huntington, and its police chief, Kenneth W. Stone.

Bailey was a police officer at the hospital until Stone reassigned him to the business office in April. The FBI says Bailey was overheard making several threats against both men.

A criminal complaint quotes Bailey as saying "I wish the blind man would just jaywalk or something. That way I could legally kill him."

Bailey was being held in Catlettsburg, Ky. It was not immediately clear if he had an attorney.
