University of Kentucky engineers will partner with the U.S. Equestrian Federation to look for ways to make cross-country jumps safer.

The federation announced on Wednesday that it is forming a team to develop "frangible," breakaway, fences. The move comes after a wave of deaths both riders and horses in the sport known as three-day eventing in the last two years.

The USEF held a two-day safety summit in June in Lexington after two horses died and a rider was seriously injured at this year's Rolex Kentucky Three-Day Event.

The research team will include USEF president and Olympic gold medalist David O'Connor, cross-country course designers and builders, and UK engineering faculty and students.

Theodore O'Connor, the powerful pony who thrilled the eventing world with his oversized ability, was euthanized Wednesday following an accident at Karen and David O'Connor's barn in The Plains, Va. He was 13.

The 14.1 hand Shetland/Arabian/Thoroughbred cross gelding suffered a severe laceration to his hind leg, severing the tendons and ligaments, when he slipped after becoming frightened and bolting away from his handler.

Dr. A. Kent Allen was on the scene immediately, and it was determined after examination that the injuries were catastrophic, Karen and David O'Connor said in a statement. Everyone who knew Teddy is devastated.

Owned by a syndicate and shown by Karen O'Connor, Theodore O'Connor was the reigning team and individual gold medalist from the 2007 Pan American Games. He placed sixth in the Rolex Kentucky Three-Day Event in April.

Last year on the Saturday of the Rolex Three-Day Event, more than 40,000 people showed up to watch the cross-country phase, and the traffic coming off Interstate 75 did more than snarl. It stagnated, staggered and just plain stopped on one of the area's busiest roadways.

Traffic is a constant worry, for Rolex organizers and for the people putting together the 2010 Alltech FEI World Equestrian Games, which will bring even more people to the Kentucky Horse Park.

The Horse Park's vast acreage, all 1,200 acres, is accessible by only two entrances, the main entrance and that into the campground, said Robin Cravens, president of Equestrian Events Inc., which runs Rolex.

"As our event grows, it presents more challenges," Cravens said. In addition, there are only two ways to get to the Horse Park -- from I-75 or from Newtown and Ironworks pikes.

Cravens said last year's traffic was complicated by highway construction. This year, things should be much improved, as Rolex is getting help from 34 Kentucky State Police troopers, Horse Park security officers, and for the first time, Lexington police traffic officers.
