    FRANKFORT, Ky. - Colonel Elvis Presley, Colonel Muhammad Ali and Colonel Pope John Paul II all received ornate certificates to accompany the honorary rank that Kentucky bestows on thousands of people each year, including some of the world's most rich and famous.
