Lexington's Urban County Council is expected to give first reading at its meeting Thursday night to a plan that would move along tax-increment financing for the proposed Turfland Town Center development at the present site of Turfland Mall.
The meeting is at 7 p.m. at the Government Center and eventual passage by the council would send the TIF plan to the state government for further study and approval.
Rubloff Development Group proposes to build a mixed-used project on the 25-acre site of Turfland Mall on Harrodsburg Road to include offices, retail, restaurants, homes and a public gallery for traveling exhibits. The former Dillard's department store building would be renovated for use as a two-story office building.
The remainder of the mall would be razed, and two new structures would occupy that space. At the rear of the property would be two office buildings. Turfland Town Center is estimated to cost $119 million. Rubloff is requesting $39 million in tax-increment financing funds for public improvements, including a parking structure.
