Kentucky Community and Technical College System: Rhonda Tracy has been named KCTCS chancellor effective April 16. Tracy, a veteran of higher education for more than a quarter century, is the senior vice president for academic affairs at West Virginia University at Parkersburg. Also, two new faculty and staff representatives have been elected to serve on the KCTCS Board of Regents through Oct. 11. Shawn S. Payne, of Owensboro Community and Technical College, has been elected to serve as the occupational/technical college faculty regent. Mary B. Kinney, also of OCTC, has been elected to serve as the non-teaching personnel/staff regent.
Central Bank: Susan Simmons has joined the bank as director of human resources. Simmons had been with First Federal Savings Bank in Elizabethtown since 1985.

Kentucky Bank: Sherry Belleville has joined the company as a retail banker. She will be based in Paris at the Lexington Road office.
Your Community Bank: Jeff Koonce has been named regional president of business banking for Fayette, Nelson, Hardin, Meade and Hart counties. Koonce previously served as Central Kentucky market president for the bank, which he joined in 2013.
Dinsmore & Shohl: Five attorneys have joined the firm's Lexington office: Partners Carolyn M. Brown, Jack C. Bender, Jennifer J. Cave and R. Clay Larkin, along with Partner of Counsel Robin B. Thomerson.
Brown's practice focuses on all areas of environmental law and includes advice and counseling on regulatory requirements, permitting and transactional issues as well as environmental litigation. Bender's practice involves consulting and representing clients in litigation with respect to air, solid and hazardous waste, and wastewater compliance and permitting issues. Cave concentrates her practice on all areas of environmental and natural resources law. Thomerson has experience with waste, water and air quality issues. Larkin's practice focuses on environmental and natural resources including SMCRA and coal-related environmental compliance and transactions.
All Star Association: Bruce Daily has been promoted to vice president of purchasing. He has served in the positions of senior buyer and director of purchasing since 2007. Joel Bryant has been promoted to the position of director of purchasing. Bryant joined All Star in 2013 as purchasing manager. Jeff Hoogerheide has been promoted to chief financial officer. Hoogerheide joined All Star in 1982 and has served in various financial and buying positions in the last 33 years.
Bluegrass Chapter of International Institute of Business Analysis: Brandy Phelps has been appointed to the 2014 Chapter Leadership Team as director of marketing strategies.
VisitLEX: Marci Krueger-Sidebottom has been named vice president of sales and services.
Weichert, Realtors - Bluegrass Living: Amy Henderson has joined the company's Lexington office as a real estate agent, serving property buyers and sellers in Fayette and surrounding counties. Physicians' Life: Dr. Gregory Hood, a practicing internist in Lexington, has been named physician editor for the new magazine which will launch this spring. The magazine, with a circulation of 341,000, will be published by SLACK, one of the largest and oldest privately held medical publishers in the country.
