Plans for The Summit, a proposed shopping center at the corner of Nicholasville Road and Man o' War Boulevard, are scheduled to come before the Lexington Planning Commission on Thursday.
Developer Bayer Properties has proposed a development with retail stores, residential space and possibly a hotel.
The nearly 50-acre site, long known as the Fritz farm, is zoned primarily for agricultural use, but Bayer is asking for the property, as well as three residential lots along East Tiverton Way, to be rezoned for a mixed-use community, or MU-3.
A mixed-use development is recommended for the site under a 2009 South Nicholasville Road Small Area Plan.
"A lot of time, energy and effort has gone into designing a plan that is in keeping with the small area plan," said David Silverstein, principal of Bayer Properties.
Residents of the neighborhoods around the development have formed an organization called DON'T — an acronym for Don't Overload Nicholasville Road with more Traffic — to oppose the project.
Their attorney, Hank Graddy, said he plans to ask the planning commission to withhold approval because of "unsolved traffic problems."
He said the organization also plans to ask the developer to decrease the density of the project.
"This is way too much building, way too many residences" in an area that is already heavily congested, Graddy said. "People would like to be able to get out of their driveways."
Fayette Mall representatives also have concerns about The Summit.
"It's not about increased competition. It's over traffic and the potential impact any new development along that corridor could have," Phil Osborne, CEO of public relations firm Preston-Osborne, said in a message to the Herald-Leader.
The planning commission meets at 1:30 p.m. Thursday at 200 East Main St.
