A Frankfort boy who was driving without a license died Monday when his vehicle struck a fence and overturned several times, Kentucky State Police said.
Joseph Curtis, 16, was driving a 2005 Kia Sorento SUV east on Mills Lane in Frankfort about 6 p.m. when he crested a hill and overcorrected in an attempt to avoid another vehicle, state police said. The SUV then went off the road.
Curtis, who was not wearing a seat belt, died at the scene, police said.
Trooper Ronald Turley said Curtis had a permit but did not have a licensed driver in the car with him, as the law requires.

A passenger, Sandra Curtis, 18, of Frankfort, was taken to Frankfort Regional Medical Center, where she was listed in fair condition Tuesday.
