Until she was charged with murder in the beating death of her 3-year-old step-granddaughter, Shila Ison Raley had a spotless criminal record. Not even a traffic ticket. While Shila Raley may have been a stranger to local law enforcement, she was a familiar face to the social workers at the Boyle County offices of Child Protective Services and Adult Protective Services.
Since 2002, those agencies were referred to Shila Raley 19 times. Most of the referrals were based on allegations of child neglect, though accusations of physical and sexual child abuse, domestic violence and drug abuse are also part of her history with the state Cabinet of Health and Family Services.
