A Lexington woman pleaded not guilty in Fayette District Court on Thursday to charges that she mistreated her sister, who is disabled.
Terry Ray Neal is charged with knowingly abusing and neglecting an adult after a police welfare check at a home on Silver Maple Way. They found that the home didn't have running water and that electricity had recently been restored, according to court documents.
Neal, 60, is her sister's caregiver, and the sister is "blind in one eye, and has limited mobility and is unable to care for herself in her daily living," the documents said.
There was no food in the home; Neal's sister told police that all of the "monies are gone" and she was "relying on neighbors for food and water" because she cannot "acquire these items on her own," the documents said.

Neal was arrested at 2:30 p.m. Wednesday. On Thursday, Fayette District Judge Joseph T. Bouvier ordered Neal to be evaluated and to have no contact with her sister.
Neal is scheduled to appear in court April 30.
