A 2-year-old girl was unresponsive Monday night after the chain on a neighbor's dog got wrapped around her neck, Kentucky State Police said.
According to a new release, the girl walked from her home to the home next door on Osborne Lane in the Wallins community of Harlan County and was playing with the chained dog.
Her parents found the girl and started CPR until emergency crews arrived. She was taken to Harlan Appalachian Regional Healthcare, then was flown to Johnson City Medical Center in Tennessee. The child's condition was unknown, the news release said, and neither her name nor her parents' names were released.
No charges had been filed Monday night, but troopers and Harlan County Social Services were conducting a criminal-abuse investigation.
