closeThe case of a 74-year-old Lexington-Fayette Urban County Government employee charged with heroin trafficking has been waived to a Fayette County grand jury.
Carl Webb, who works as a computer control manager in the Division of Water Quality, has been charged with first-degree trafficking in a controlled substance, heroin.
He has also been charged with possession of marijuana and possession of drug paraphernalia. He has pleaded not guilty to all three charges.

City spokeswoman Susan Straub said Webb has been employed by the city since 1993. He works at the wastewater treatment plant.
Webb had posted $2,500 cash bail and been released from the Fayette County Detention Center on Monday afternoon, according to court records.
