Obama seeks chemical weapons rebuke without entering Syrian swamp

With Secretary of State John Kerry warning Monday that Syria’s apparent use of chemical weapons would not go “without consequence,” the trick is to come up with a strong rebuke for Bashar Assad’s regime that doesn’t commit U.S. military backing to the wider civil war.
