Bill would keep kids out of criminal justice system

Should 5-, 6- and 7-year-olds face criminal charges? State Rep. Darryl Owens, D-Louisville, last week introduced House Bill 143, which calls for social workers in the state Cabinet for Health and Family Services to make decisions in the cases of children 10 or younger instead of handling them in the criminal justice system.
