Lexington-based Preston-Osborne Marketing Communications & Research is starting a new firm: Osborne & Associates — Strategic Solutions.
Phil Osborne and his wife, Jennifer, said the new firm will focus on "government relations, strategic planning and grass-roots coalition building," especially in the areas of the environment, health care and education.

Jennifer Osborne will manage Osborne & Associates, which will advise government officials on "coordinating policy initiatives with administration objectives and planning communication and outreach initiatives."
In November, Phil Osborne agreed to be communications director for Gov. Steve Beshear but withdrew a month later after potential conflicts of interest were cited by a state ethics panel.
"When it became obvious last year that I wouldn't have a role with the new administration, I was encouraged by a number of clients and even some legislators to consider adding these services to the Preston-Osborne tool kit," Phil Osborne said in a statement.
Preston-Osborne was founded as the Preston Group by Tom Preston, executive director of Kentucky's Office of Homeland Security and a senior adviser to Beshear.
Preston no longer is involved with Preston-Osborne.
