Alliance Bank of Winchester: Denise Van Steenlandt has been named president and CEO. Van Steenlandt has served as interim CEO for the last four months. Prior to that, she was a consultant for Chartwell Capital Ltd. in Palm City, Fla.

Community Trust and Investment Co.: Kirk A. Schmitt has joined the bank as vice president, equity portfolio manager and equity strategist.

PBI Bank: Mason McCauley has been named assistant vice president and commercial relationship manager.

Kentucky Association of School Councils: Soraya Matthews, of Lexington, has been elected to the board of directors of the Danville-based group that offers support statewide to local site-based decision-making councils. Matthews is the director of instruction for the Kentucky School for the Deaf in Danville and will assume her board duties Nov. 15.
