Winchester man accused of forcing boy to watch him have sex with teen

A Winchester man is accused of forcing a 10-year-old boy to watch the adult have sex with a 15-year-old girl.

Charles Miquel Velbis, 22, pleaded not guilty Wednesday in Clark District Court to one count of first-degree sexual abuse and five counts of second-degree unlawful transaction with a minor. Each count is a class D felony punishable by one to five years in prison.

Velbis is also accused of giving marijuana to the 10-year-old boy on one occasion and giving marijuana to the 15-year-old girl on four occasions, according to an arrest warrant.

Detective Lee Murray of the Clark County Sheriff's Office learned of the allegations from the state Cabinet for Health and Family Services, which investigated the case and referred it to the sheriff's office. The boy was a friend of the 15-year-old girl's brother, Murray said.

The 10-year-old boy was allegedly given marijuana and was locked in a room and forced to watch Velbis and the 15-year-old girl have sex.

The girl told Murray that she had sex with Velbis once in Clark County and again in Bath County, according to the warrant.

A preliminary hearing in the case is scheduled for Aug. 7 in Clark District Court. At that hearing, a judge will determine whether there is probable cause to send the case to a grand jury for possible indictment.

Velbis remains in the Clark County Detention Center in lieu of a $25,000 bond.
