A Richmond mother has been charged with wanton endangerment after police say her 1-year-old son was found wandering in the road wearing only a diaper Monday morning.
A neighbor found the child cold and dirty at Blue Grass Homes at about 11 a.m. and called police after being unable to find the baby's parents, according to a news release from state police.
The mother, Lisa D. Bicknell, 25, was located soon after state police arrived.
The baby, who was not injured, had been missing from the house for over an hour, and police said Bicknell hadn't taken reasonable steps to find him or called police.

State police said they found drug paraphernalia and marijuana while investigating. A 3-year-old was also inside the home.
In addition to the first-degree wanton endangerment charge, Bicknell was being held in the Madison County Detention Center on charges of endangering the welfare of a minor, possession of marijuana and two counts of drug paraphernalia possession.
