Manchester man is 2nd person charged with abuse of 4-year-old

Kentucky State Police have arrested a second suspect in the alleged abuse of a 4-year-old child in Clay County.

Phillip J. Thompson, 26, of Manchester, was arrested about 3:30 a.m. Tuesday, according to state police at the London post. Thompson was charged with first-degree criminal abuse of a child younger than 12.

Troopers had arrested Amber O. Willoughby, 22, also of Manchester, on the same charge Monday.

Both were being held in the Clay County jail.

State police said the child was flown to University of Kentucky Chandler Hospital on Monday.

Trooper Lloyd Cochran, information officer with the London post, said there was no word on the youngster's condition as of 11:30 a.m. Tuesday.

State police said they launched an investigation Monday morning after being informed by Clay County social services of a possible abuse case. The investigation is continuing.
