No, Carnival Cruise Line didn't ban this type of fan
If you're taking a cruise to a warm, tropical destination, a travel fan may seem like a helpful item to add to your packing list. Some cruise vacationers want to use portable fans not just to stay cool outdoors, but to improve comfort in cruise cabins on board.
Fans are generally permitted on Carnival cruise ships, but there are a few restrictions that passengers should be aware of before packing. Although Carnival hasn't banned a certain type of fan as online rumors might suggest, the cruise line does have some rules and restrictions for fans brought on board its ships.
Here's what to know about the types of fans that you can bring on Carnival cruise ships and Carnival's rules around using fans safely on board.

Neck fans are allowed on Carnival cruise ships
Carnival's brand ambassador, John Heald, recently cleared up confusion around neck fans after false reports from a cruise influencer had some vacationers worried that they wouldn't be able to bring one to keep cool on their next Carnival cruise.
"Five different people have asked me if these can be brought on the ship because apparently a lovely cruise influencer is saying they cannot," Heald posted alongside a photo of a neck fan. "I have checked with my colleagues at the 'mothership' and you can bring these on board. Neck fans are allowed."

Portable electric fans, including neck fans, are permitted on board Carnival cruise ships as long as they are no larger than 12 inches in diameter.
Neck fans have become quite popular with Carnival cruisers, especially those sailing to the Caribbean.
"We've brought neck fans on the last couple of cruises. I like them because the Caribbean can be really hot and these fans offer a little comfort when the humidity is high and sticky," Chris Waller commented on Heald's post.
Carnival bans fan use in certain ways for safety reasons
The confusion around whether neck fans are banned on Carnival cruise ships may stem from the fact that last year, Carnival introduced restrictions on the use of a certain type of fan on board. These restrictions only apply to handheld fans, however.
"Handheld clack (or clap) fans are not permitted in the nightclub or on any indoor dance floor," Carnival states on its prohibited items list.
The rule was added after a viral line dancing trend using handheld fans posed a safety concern on board.

Carnival's brand ambassador also recently highlighted on his Facebook page that passengers are encouraged to bring their own portable electric fans on board if they want one for their cabin, but they aren't permitted to hang them in their cabin to create a ceiling fan.
"Ceiling fans are not allowed. People put a fan on the ceiling and magnet up or tape it up. You can't use tape. You can't use magnets. You can't do anything on the ceiling because of safety," Heald said in an April 16 Facebook video.
The movement of the ship could increase the likelihood of the makeshift ceiling fan falling from the ceiling onto you below it.
