State revokes license of Lexington doctor after allegation of improper prescribing
State regulators have revoked the license of a Lexington doctor who faced a complaint that she prescribed drugs improperly.
The Kentucky Board of Medical Licensure released the order against Dr. Carolyn V. Smith on Monday. It takes effect April 20.
The board barred Smith from prescribing drugs last November after a consultant cited problems that included not doing adequate examinations before prescribing powerful painkillers and prescribing large quantities of drugs without adequate monitoring to see if people were misusing them.
The consultant said Smith demonstrated a “callous disregard for and enabling drug dependency.”
Smith told the board she followed proper guidelines on prescribing.
She requested a hearing on the emergency order barring her from prescribing, but then didn’t show up, the board said.
Smith also did not respond to the allegations in a formal complaint the board issued in December.
A hearing officer ruled that the weight of the evidence supported a conclusion that Smith had engaged in improper prescribing.
Smith would have to pay $7,175 to cover the cost of the proceedings against her before the board would consider a request to reinstate her license, according to the order.
