Central Kentucky man accused of coughing in someone’s face, causing ‘public alarm’

A man accused of coughing in the face of another person in the parking lot of an Anderson County Walmart is now facing two misdemeanor charges.

Ronnie Conrad Kelly, 39, was charged with second-degree disorderly conduct and menacing, according to court records.

Kelly is accused of coughing in the face of a person on Friday night in the parking lot of a Walmart with the intent to cause “public alarm,” according to an affidavit filed this week in Anderson County District Court.

“During the COVID-19 pandemic,” the coughing “served no legitimate purpose,” the investigating officer wrote in the affidavit.

Kelly is also accused of running up to the victim and throwing punches at them, according to court records.

Investigators identified Kelly as the suspect using his license plate and video surveillance from the store, according to court records.

Kelly’s bond was set at $250 and his release conditions included a two-week medical quarantine, according to the electronic case file.
