Man dead, another arrested after argument leads to shooting, Lexington police say

A shooting off Winchester Road left one man dead Tuesday evening, and another was arrested and charged with murder.

Lt. Brandon Helm, of the Lexington Police Department, said officers were called to the 900 block of Delaware Avenue at 5:06 p.m. regarding a “verbal disorder between two male subjects. Officers were then advised that a subject had been shot.”

He said the other man who was involved in the shooting stayed at the scene.

“There are no outstanding subjects,” he said.

Later Tuesday night, Lexington police said the man who was shot had died at a local hospital. The Fayette County Coroner’s Office identified the man as 24-year-old Daquan Collins.

Luis Ramos, 29, was arrested at the scene and charged with murder and using restricted ammunition during commission of a crime, as well as unrelated warrants.

He was taken to the Fayette County Detention Center, police said. His arrest citation says the victim was trying to enter his own home, where his children were, when he was shot.

The victim was unarmed during the incident, according to court documents. A search warrant was executed on Ramos’ vehicle, where a handgun was found loaded with hollow-point ammunition.

Ramos called 911 to report the shooting, according to his arrest citation. He claimed self defense when speaking with investigators but no other witnesses statements corroborated Ramos’ claim.

Elizabeth Martinez, who lives nearby, said several men were arguing outside the home Tuesday afternoon when three to four shots were fired.

Afterward, she said she heard a man say, “Wake up, wake up. Please, wake up.”

Martinez said she called police, and officers arrived while she was still on the phone with a dispatcher.

She said one man at the scene said the man who was shot had been threatening him.

She said there were children nearby at the time of the shooting, and she was thankful they were not hurt.

“It’s terrible,” Martinez said.

This is the 10th homicide of 2024 in Lexington. At this point in 2023, there had been 14 reported homicides, according to police data.

In 2023 Lexington reported 24 homicides, fewer than the record-breaking year of 2022, when 44 killings took place. The last time Lexington reported 24 or fewer homicides in a year was in 2018, according to Lexington police data, which dates back to 2008.
