Kentucky State Police trooper fatally shoots man while serving warrant for his arrest

A Whitley County man died after being shot by a Kentucky State Police trooper on Monday.

State police said the Barbourville Police Department had asked them for help executing a warrant for the arrest of Steven Carter, 44, on Hubbs Hollow Road in Knox County.

Soon after arriving, a trooper found Carter, of Rockholds, behind the home with a gun, state police said in a news release Tuesday.

“The trooper gave verbal commands for Mr. Carter to drop the firearm,” the release stated. “During the encounter, the trooper fired his agency-issued firearm, fatally wounding Mr. Carter.”

Carter was pronounced dead at the scene at 7:44 p.m.

Knox County District Court records indicate that Carter had been wanted on charges including first-degree rape and use of a minor under 16 in a sexual performance.
