KSP trooper shoots, kills man attempting to break into cars in Floyd County

Kentucky State Police officials are investigating a Floyd County shooting Monday in which a trooper shot and killed a man attempting to break into several vehicles, police said.

Henry Foster, a 33-year-old man from Raven, Virginia, was attempting to access vehicles at a business in Harold around 8 a.m., and was requesting transportation from that location. A trooper arrived on the scene and Foster presented a gun and threatened to harm himself, according to KSP.

Other troopers and officers responded to the scene to assist, and attempted to speak with Foster and de-escalate the situation. Around 10 a.m., a trooper shot his firearm, striking Foster and causing life-threatening injuries.

Life-saving measures were attempted and unsuccessful, KSP said, and Foster was pronounced dead at the scene.

KSP has statewide jurisdiction and investigates shootings involving law enforcement.

“To protect the integrity of an ongoing investigation, it is KSP’s standard operating procedure not to release specific details until vital witnesses have been interviewed and pertinent facts have been gathered,” the agency said.

“Timelines to complete investigations vary based on the complexity of the case.”
