Frankfort man, a convicted sex-offender, accused of raping teen in tent

A 36-year-old Central Kentucky man is accused of plying a 17-year-old girl with marijuana and alcohol, taking her to a tent in the woods and raping her.

Thomas Carter is facing multiple charges in Franklin County in connection with the alleged rape.

Carter was living in a tent in a wooded area behind Cattleman’s Roadhouse on Jett Boulevard, where he also worked, according to a police citation filed in court by the Frankfort Police Department.

At about 2:30 a.m. Tuesday, Franklin County sheriff’s deputies were called to a gas station on Versailles Road, where a woman told them she had been standing outside the store when “she heard a female voice yelling for help,” the sheriff’s office said in a citation filed Tuesday in Franklin District Court.

The sheriff’s office said they found Carter standing behind Planet Fitness, “screaming” a female’s name, and when they tried to talk to him, he ran. He was detained after running out of the woods toward deputies. That citation charges Carter with fleeing or evading police.

In a separate citation also filed in court Tuesday, Frankfort police say Carter gave the 17-year-old vodka and marijuana, causing her to become intoxicated. He took her “to his tent in the woods of Jett Blvd and had intercourse,” the police citation states.

Carter is also accused of punching the girl at one point on Versailles Road, causing a minor injury to her chin.

The date of the violation on that citation is listed as Oct. 9. It charges Carter with first-degree rape, first-degree unlawful transaction with a minor, second-degree unlawful transaction with a minor and fourth-degree assault.

A third citation filed by Frankfort police Tuesday states that Carter failed to notify probation and parole of his address change when he moved from Fayette County to Franklin County. It also says he used the victim’s phone to take video of himself masturbating.

That citation charges Carter with failure to comply with the sex offender registry (second or greater offense), as well as distribution of obscene matter to a minor (first offense) and third-degree unlawful transaction with a minor.

Carter was being held in the Franklin County Regional Jail.

Court records indicate Carter has been accused multiple times of failing to comply with the sex offender registry.

The Kentucky Sex Offender Registry website indicates Carter was required to register for 20 years in connection with a conviction in Fayette County for first-degree sexual abuse in which the victim was 6 years old.
