Man charged with kidnapping, sexually abusing minor in Lexington

A Lexington man faces several criminal charges involving a victim younger than 12, including kidnapping and rape.

The Lexington Police Department arrested Jorge Luis Martinez Ulloa on March 28. He is being held at the Fayette County Detention Center, according to a release from the police department.

Martinez Ulloa was charged with one count of kidnapping a minor, two counts of first-degree rape of a victim younger than 12, two counts of first-degree sodomy of a victim younger than 12 and two counts of first-degree sexual abuse of a victim younger than 12.

Martinez Ulloa’s arrest citation indicates he is not a U.S. citizen, but no other information was available to confirm his immigration status.

Officers were dispatched March 28 to the 1300 block of Davenport Drive, in the Cardinal Valley neighborhood, for a juvenile assault victim, according to the release.

According to court documents, the victim was a stranger to Martinez Ulloa. The victim told officials she was trapped inside the residence and the only way out was through a window.

The victim was sent to a local hospital for treatment, the department said.

Martinez Ulloa is being held at the Fayette County Detention Center on a $100,000 bond, according to jail records. He’s scheduled to be arraigned in Fayette District Court Monday.

No other details were available Sunday afternoon.
