Former governor, alumni, educators make up new Kentucky State University board of regents

Eight new people have been appointed to the Kentucky State University board of regents, replacing nearly all of the former members.

Senate Bill 265 was signed by Gov. Andy Beshear last week, giving him the ability to replace the eight members of the board who are appointed by the governor. In addition to those members, the board also includes three regents who are elected by faculty, staff and students to represent those groups.

The new regents include one current member who has been reappointed, a former governor and several KSU alumni.

“I am grateful that this group of highly qualified individuals, with diverse backgrounds and expertise, has stepped up to serve KSU students, staff and alumni through their work on this board and with the Council on Postsecondary Education,” Beshear said in a statement announcing the new appointments. “They are helping ensure the university’s long-term success, and when KSU succeeds, Kentucky succeeds. As the state’s only public HBCU, this university holds a unique place in our past, present and future, helping make higher education more accessible and inclusive.”

The new regents are:

  • Charles Moyer: Moyer is a professor and former dean at the University of Louisville College of Business. His term as KSU regent will expire on June 30, 2027.
  • Tammi Dukes: Dukes is the vice president of global sustainability at Adient, a company that manufactures seating for cars. Her career includes experience providing finance and auditing services in the private sector. Dukes is a KSU alumnus and her term as KSU regent will expire on June 30, 2027.
  • Ernie Fletcher: Fletcher was the Republican governor of Kentucky from 2003-2007, and is a physician at the Fletcher Group, Inc. His term as regent will expire on June 30, 2023.
  • Edward Hatchett: Hatchett was the Kentucky state auditor from 1995-2003, and is a managing partner and counsel at Blue Spring Creek, LLC. His term as regent will expire on June 30, 2025.
  • Michael Adams Jr.: Adams is a vice president and commercial loan officer at Independence Bank and a managing member of Urban Industries LLC. He is a KSU alumnus and his term as regent will expire on June 30, 2024.
  • Gerald Patton: Patton is a retired higher education executive, previously working as the director of assessment and educational effectiveness at California State University. Patton is the only member of the previous board of regents to be re-appointed. He is a KSU alumnus, and his term as regent will expire on June 30, 2022.
  • Jason Moseley: Moseley is the head basketball coach at Frederick Douglas High School in Lexington. He is a KSU alumnus, and his term as regent will expire on June 30, 2026.
  • Robert Ramsey: Ramsey served as an executive branch cabinet secretary when Fletcher was governor. His term as regent will expire on June 30, 2022.

KSU is facing a multi-million dollar budget shortfall, and is without a permanent president. The university was placed under state oversight last year, with the Council on Postsecondary Education conducting an investigation into the management and finances of the university. The former president and the former CFO resigned last summer.

On Wednesday, the Senate approved a bill to give KSU $38 million over the next several years to address the budget shortfall, and outlining a process for the Council on Postsecondary Education to oversee how those funds are used.
