KY 6th District Democratic candidate Harvey Carroll Jr. on foreign policy & more
The Herald-Leader posed seven written questions to the candidates, both Democrat and Republican, seeking to be Central Kentucky’s next member of congress.
For Democrats, those questions addressed issues like immigration, the economy, the U.S. military’s relationship with Israel, the state of the party and more. All the issues discussed would be relevant to how they navigate their position as the U.S. representative for Kentucky’s 6th Congressional District, should they be elected.
Candidates were limited to 150 words in their responses and agreed not to use artificial intelligence in generating their answers.

If you had your way, what health care policy would the U.S. pursue and ultimately enact?
- Healthcare as we knew it is gone because: 1) Trump Rich Tax Cuts. 2) Rich roll back is needed to buy down the $40 Trillion national debt to prevent collapse.
- KY will have to increase funding to make up the 12% cuts, ultimately shifting to a possible payroll fund to make up the estimated $1.4 billion annual shortfall. Ky receives 1/3rd of its budget ($16+ billion) from Washington; 60% of that for Healthcare, HUD, Income Security, etc.; and the remaining 40% for city/county grants often requiring KY to match.
- I’d create a “Poor State Coalition” to fight for funding.
Affordability is a big buzz word in politics. Aside from rolling back actions of the Trump administration and GOP Congress – where all candidates agree – what would you do to make life more affordable for Kentuckians in the 6th Congressional District?
- The near $40 Trillion national debt is the root of inflation. Debt/deficit reduction as my economic mentor Ross Perot pushed in the ‘90s.
- I’ve focused on back channel diplomacy with “Pakistan” to bring the U.S. and Iran together for Peace Negotiations.
- Preventing war reduces vast gas/grocery inflation. The U.S. is a net importer of 2 million barrels of oil per day. (Import six and sell four). I’d lead energy/foreign policy to reduce inflationary pressures.
- Use my real estate broker/land developer experience to encourage affordable housing coalitions to reduce cost and build SubDivillages; apartment conversions to private unit ownership; tax credits.
Should the U.S. continue to support Israel’s military? What factors guide your answer?
- Yes, with caveats not to be like Putin destroying cities; this is genocide. Christians cite the Bible as justification to support Israel, from my Biblical studies I highly doubt God/Christ would support Israel leveling Palestinian communities to build Trump Board of Peace beach condos on blood and broken bone foundations. This is a psychopathic poltergeist horror film policy … Where’s love thy neighbor, or Good Samaritan in this?
- I asked Israel to stay out of the 1st Gulf War; and recently stop attacks for peace talks.
Democrats are in the wilderness right now. What’s your advice for fellow Democrats when it comes to winning back power in Congress, the White House and other elected offices?
- D’s and R’s are basically 70% alike with different wording on party platforms. 20% compromising/budget. 10% (5 and 5 loony left/ridiculous right); our 5% has undermined 95% just as it did Bud Light, costing it billions. Most don’t discriminate against LGBTQ+; however, most don’t want men in women’s sports, or in little girls restrooms even if they may be safer than with the Trumpstein class.
- The party must return to a commonsense center or perish.
Can you describe your ideal U.S. immigration policy? Please provide specifics.
- We need NICE Agents, instead of ICE Agents.
- I would not vote to fund a 1930s/40s Hitler/NAZI Germany type ICEstapo that Trump advisor Stephen Miller appears to want America to move towards.
- Federal grant support for local/state law enforcement can initiate paths to taxpaying/citizenship, or deportations if justified. ICE spent $300,000 on each of the 69,000 detainees last year; this is a multi-trillion dollar grift for 18 million undocumented.
What can be done in Congress to boost Central Kentucky’s economy?
- BGADD grants/propose legislation to fast-track funding that creates 10x economic multipliers for new interstate interchanges, and connector roads to enhance growth, and development.
- Downtown revitalizations and walkable cities to promote quality of life and business environment in Main streets across the 6th/America.
- Encourage farmers markets, food halls and entertainment in vacant buildings, or to revitalize key locations.
- Mixed-use industrial parks to combine/maximize resources for commercial, residential and light industrial development. Most all cities/counties in the 6th could do this on some scale. Helped Governor Wilkinson package and sell KERA that funded tens of billions in school/university buildings, tech upgrades, scholarships, etc…. Education is the key and I’ll try to restore the Department of Education.
What committees would you like to join and why?
- Budget - debt/deficit reduction to prevent U.S. economic collapse from Trump policies that doubled the national debt to $40 trillion.
- Transportation and Infrastructure - focus on 10x road multipliers.
- Joint Economic - growth and development.
- Small Business Sub - introduce a bill favoring fast track SBA Loans to Business Degree Holders.
- Permanent Select Committee on Intelligence; and Foreign Affairs Sub Committees. I’m 61/ran for this office at 27; the Herald Leader wrote I was the most influential international political figure in KY (10 Books on Amazon). Was in/advised Ukraine. Back channel diplomacy pushing Pakistan to bring the U.S./Iran to Peace.
