The inmate, 27-year-old Ryan Rayburn, of Ashcamp, was found unresponsive in his cell Tuesday afternoon by correctional officers. State police said lifesaving measures were attempted but unsuccessful, and he was pronounced dead shortly after arriving at Appalachian Regional Healthcare Hospital in Morgan County.

Foul play is suspected, and a person of interest is being investigated. State police said the person is an inmate at the prison.

State police are leading the investigation into Rayburn’s death. Officials did not say what injuries Rayburn had suffered or why foul play is suspected.

State police also did not include Rayburn’s charges in its news release.

Rayburn is the second inmate to die at the Eastern Kentucky Correctional Complex in about a month. On Aug. 31, Robert Broyles, 34, was found unresponsive in his cell and later pronounced dead at a hospital, according to state police.

Foul play was also suspected in Broyles’ death. There is no known connection between the two deaths.

Eastern Kentucky Correctional Complex is a medium-security institution in West Liberty that can house more than 1,900 inmates, according to the Kentucky Department of Corrections website.
