Baffling grand jury decision

Apparently Dr. David Cassidy’s family is as baffled as I am by the grand jury’s decision regarding his death. A driver passed a car, pulled back into the right lane and hit Cassidy, who was riding a bicycle.

Perfectly clear day. No rain, snow, fog. The driver wasn’t charged with anything. An accident, but a very preventable one. Could it be that the driver is from an influential family?
