Houston, we have pumps
The officials of the city of Houston, Texas, need to be advised that the city should install a pumping system capable of returning hurricane-deposited water back into the ocean at the same rate that the hurricane deposited the water on the city. You cannot stop hurricanes, but you can prepare for the next one.
