Who’s the perpetrator?

In answer to Ellen Rosenman’s question “Harassment news got you confused?” No, I’m not confused about the Herald-Leader’s harassment news articles, but I’ve had enough of them.

Title VII of the 1964 Civil Rights Act states, in part, “The victim as well as the harasser may be a man or woman. The victim does not have to be of the opposite sex. When investigating allegations of sexual advances, EEOC looks at the whole record: the circumstances, such as the nature of the sexual advances, and the context.”

All the facts concerning text messages between an unnamed woman and the four Kentucky legislators are not known. If the woman originated the messages and followed with additional ones, including sexual advances, there’s no harassment or sexual harassment by the legislators. When all the facts are in, it may show the woman was the perpetrator. Was it for entertainment, a grander opinion of herself, money or another reason?
