Budget needs new revenue

The current Kentucky budget is obviously inadequate to our needs. Redoing the tax structure is necessary and long overdue. However, time constraints are a serious obstacle. Former Gov. A.B. “Happy” Chandler put on a surtax with an expiration date to meet budget needs. Another possibility is increasing the sales tax percentage, though this will obviously impact lower-income citizens. There is no painless solution.
