Cost of recycling

Interesting to note that the city now admits that the recycling center has operated at a loss since the beginning. Will the increased rates change that, or is it just to lower how much we taxpayers subsidize the system? Is this just the cost of operating the center or do the results tell a story about further disposal of the materials recycled?
