Man dies after getting hit by car while trying to clean debris. Driver charged with DUI
A 28-year-old man was killed in Georgetown Monday night after being hit by a car, according to Scott County Coroner Mark Sutton.
Georgetown police said the accident happened on Champion Way between Lexus Way and This Way Home Drive. Sutton said the man was driving on the road when he noticed some debris, so he pulled over, got a broom out and was attempting to clean up the debris when he was hit.
Assistant Police Chief Darin Allgood identified the victim as Jacob Charles of Georgetown. Allgood also said the driver of the vehicle that hit Charles, Teresa Elam, has been charged with driving under the influence of a controlled substance and failure to possess a license.
Court documents say Elam had a distinct smell of marijuana on her and in her car when being interviewed by police after the collision. She was also unsteady on her feet and confused, according to court documents.
While on scene, Elam agreed to go to the hospital for a consensual blood test, according to court documents. Elam remained confused and unsteady at the hospital, police wrote in a court document.
After being cleared of injuries at the hospital, Elam was taken to Georgetown police headquarters for a drug recognition evaluation, according to court documents. An expert determined there were signs of impairment and she was placed under arrest, police wrote in her arrest citation.
Investigators in the case will speak with the Commonwealth Attorney’s office to determine if additional charges will be pressed, according to Allgood.
The road was closed while police investigated but it has since been reopened.
