Kentucky State Police have charged a man with vehicular homicide and DUI after a wreck in Carroll County left a Glencoe man dead.

The crash happened Wednesday morning on Jay Louden Road. State police say Luis Antonio Orduno, 33, of Mexico, ran off the right side of the road and hit a nearby building.

Court documents indicate Orduno also hit a gas meter and metal dumpster. The damage suggests Orduno was driving “well over the speed limit” when he lost control of the vehicle, officials say.

A passenger in Orduno’s vehicle, Luis Mayoral Moguel, 31, of Glencoe, was pronounced dead at the scene.

Orduno was charged with vehicular homicide when under the influence of alcohol, aggravated DUI, first-degree criminal mischief, driving with no operator’s license and failure to maintain required insurance. He also has a detainer from U.S. Immigration and Customs Enforcement, Carroll County Jailer Daniel Rose confirmed to the Herald-Leader on Friday.

An ICE detainer is a request from the federal agency to hold a suspected undocumented immigrant 48 hours longer than their scheduled release time so the Department of Homeland Security can take them into custody. Jails are also asked to notify ICE before releasing a suspected undocumented immigrant.

The Department of Homeland Security said Orduno illegally entered the United States on Sept. 9, 2024, at the Brownsville, Texas, port of entry.

Orduno did not have a driver’s license when he was arrested, according to court documents.

His arrest citation says he was awake and alert, but smelled like alcohol when sheriff’s deputies arrived on scene. He told them he had consumed alcohol and was driving the vehicle. Court documents indicate Orduno was taken to a hospital, where he underwent a preliminary drug screen which revealed his blood alcohol content was 0.184 — more than two times the legal limit.

State police said Moguel was autopsied at the State Medical Examiner’s Office in Louisville, and toxicology tests are pending.

Orduno is being held at the Carroll County Detention Center. He is scheduled to be arraigned in Carroll District Court Wednesday, April 22. No attorney was listed for him in court documents.
