The Kentucky community of Bullskin was “devastated” by flooding this week and was where both of the fatalities in Clay County occurred, an official said Saturday.

Walter Hinkle, 76, was “washed out of his house,” said Clay County Deputy Coroner Joe Crockett.

Brenda Webb, 81, who lived about 2 1/2 miles from Hinkle, died “when the floodwaters went right through her house,” Crockett said.

Hinkle’s niece, Madison Vaughn, said he was humble, loving and easy going.

“He had a real deep love for playing the guitar and listening to music,” said Vaughn. She said he enjoyed photography.

Gov. Andy Beshear said Saturday that the death toll from the flooding across Eastern Kentucky had risen to 25.

Crockett said that all other flood victims in Clay County appeared to be accounted for on Saturday.
